In my opinion the floor has too many voids under the tiles, that's why you have water coming out of the joints giving a salt deposit on the grout, the tiling should have been fixed with a solid bed to stop water ingress, it can make a difference between hard and soft water but normally to the color the grout should have set even if it was Granfix which in my opinion is a cheap grout, the only solution is to have the floor lifted and redone using the correct procedure.
